In line with the way forward as recommended by the International Review
Panel (the IRP) in 2000, additional studies and trials were pursued. The
first of these was the "Environmental & Engineering Feasibility Assessment
Studies in relation to the way forward for the Harbour Area Treatment
Scheme" (the EEFS).
The study commenced in November 2001 and has been completed.
It confirmed that, while the four IRP options should be technically feasible,
the option to centralize treatment for all sewage generated around the
Harbour at Stonecutters Island was the most attractive.
Based upon the EEFS findings, the Government's preferred
option to treat all harbour area sewage at Stonecutters Island is being
pursued. Implementation will be in two
phases, namely Stage 2A and Stage 2B. Stage 2A will provide deep tunnels
for the collection of sewage from harbour areas not served by the existing
Stage 1 system (i.e. the northern and western areas of Hong Kong Island)
for delivery to the sewage treatment works at Stonecutters Island. The
treatment works will be upgraded to provide disinfection to all HATS sewage
and the chemical treatment facilities will be expanded to cater for the
projected additional flows. Stage 2B will provide biological treatment
at a new treatment plant to be built on an adjacent site.
