Date Event Details Remarks
Mar 1997 Discussion Note on Criteria and Options under SSDS (now renamed HATS) EIA Study was issued for comment. The Discussion Note was for the purpose of consulting professionals, academics and environmental interest groups on the criteria for selection and evaluation of the sewage treatment and disposal options for Hong Kong, as well as the development of a short-list of options for the SSDS (now renamed HATS). Thirty-six non-government organisations, including professional, academic and environmental interest groups, were invited to comment on the Discussion Note. Those consultees providing comments were invited to attend a series of meetings during which further background information on the Study was provided
Sep 1998 A Briefing Document on Option Evaluation and Comparison was issued for comment. The purpose of the document was to present the revised option comparison and evaluation criteria, incorporating significant refinements which resulted from the discussions on the Discussion Note on Criteria and Options issued in March 1997, and to present the outcome of the option comparison and evaluation, which had been undertaken in Phase I of the SSDS EIA based on the refined sets of criteria. Thirty-eight non-government organisations including professional, academic and environmental interest groups, as well as Legislative Councillors, members of the ACE and Advisory Committee on Agriculture and Fisheries, were invited to comment on the Briefing Document. Meetings were arranged with them to discuss the issues raised.
28 May 2000 Public Hearing The event was held to enable the public to express views on the SSDS. The event was organised during the first visit of the IRP members so that they could also consider public views during the review process. An Information Digest was prepared for distribution.
1 Dec 2000 Public Forum The event was organised for the IRP to present its report on the SSDS Review.  
29 Nov 2001 Environmental and Engineering Feasibility Assessment Studies Contract Signing Ceremony    
2 Feb 2002 View sharing workshop No. 1 on receiving marine environment Local academics with an interest in the receiving marine environment were invited to attend the workshop. The objectives of the workshop were to familiarise participants with what the EEFS Consultants know about the Hong Kong waters regarding the management option; to identify important knowledge gaps; and to develop a consensus on key management and environmental issues that the Consultants must address in the EEFS. Jun 2002 Distribution to the public of a consultation document on Water Quality Criteria, entitled "Harbour Area Treatment Scheme: Moving Forward". The consultation document provided background information relevant to the selection of the Water Quality Criteria (WQC), with detailed technical proposals contained in the annex to the document. It had been issued to the stakeholders and made available to the public through District Offices outlets and on the Internet at http://info.gov.hk/cleanharbour/. Stakeholders and the public were invited to give their comments on the proposed WQC by 27 July 2002 Some 2,500 copies were provided for distribution at the District Offices

3 Nov 2002 Environmental Protection Festival    
Dec 2002 A briefing paper "Safeguarding Our Heritage Sewage Treatment for Victoria Harbour" (pdf file) was issued.    
Dec 2002 - Jan 2003 Distribution of a poster titled "Our Harbour - a Cleaner Tomorrow". 3,000 posters were distributed to around 1,500 secondary schools in the whole SAR. The poster is intended to serve as eye-catching material containing a significant amount of detailed information which could be utilized as education material

View Sharing Workshop No. 4 on Water Quality Modelling and Science Team Assessment (Photos)

The objective of the workshop was to present the background information on the development and calibration of water quality models that would be used to support the analysis of the water quality impacts of the HATS treatment options. Outputs of the modelling efforts and topics of nutrients dynamics and dissolved oxygen in Hong Kong Waters were also presented. More than 200 environmental protection ambassadors will help spreading the messages of the public consultation on the HATS Stage 2 and encourage the public to express their views. A series of exhibitions were arranged in various shopping arcades.
