Study on Procurement Options for Further Stages of the Harbour Area Treatment Scheme

In line with the IRP's recommendations on the way forward, the Study on Procurement Options for Further Stages of the Harbour Area Treatment Scheme (HATS) is being carried out to identify the most efficient and effective procurement arrangement for implementing the further stages of the Harbour Area Treatment Scheme.

The Study, which is administered by Drainage Services Department (DSD) under Agreement No. CE 49/2001 (DS), commenced on 21 March 2002 and its recommendations have been fed into the Environmental and Engineering Feasibility Assessment Studies (EEFS).

The Phases I and II of the Study have been completed. It has reviewed all the possible procurement options for implementing HATS Stage 2 having regard to overseas experience and concludes that we may consider using the Design-Build approach to construct underground tunnels as these tunnels would not require much operation and maintenance upon completion. As regards the provision of the biological treatment facilities, the Study recommends that we may consider the use of Public Private Partnership, possibly by means of Design-Build-Operate or Build-Operate-Transfer arrangements.

The final phase of the Study, Phase III, commenced in 2005 after the way forward for the implementation of HATS Stage 2 was decided following the public consultation exercise. It is developing in more detail the contract, tendering and consultancy strategies and the associated management, administration and supervision structures to effect the procurement arrangements chosen for implementing the selected phased option for HATS Stage 2.
